CAFRs

CAFRs--Comprehensive Annual Financial Reports are basically a state's investment funds. These funds can be in the billions and they belong to the taxpayer but are not being used for them.

Walter Burien is trying to bring the info out on this.
This is a very good  audio interview that Walter did.

In this one, Walter goes into detail about CAFRs and really puts out the numbers.

Something that goes along with this in terms of corruption, but at the county level, is what occurs with many regional planning committees who do things like say they are going to perform a community project--put up sidewalks, streetlights, or whatever, and get government money to do this, but then still charge the taxpayer for the project and effectively pocket the government money. People who have investigated this thing have seen that indeed the people on these regional planning committees tend to keep in a tight circle and don't readily disclose their financials. This is on a smaller scale though and CAFRs are where people need to target to help turn the economic tide in their state especially because the money is still there. The point here is that cities and states don't need to be going bankrupt.
